Ali Iranmanesh General Chair On behalf of the ISQED 2003 conference and technical committees, we are pleased to welcome you to the 4 International Symposium on Quality Electronic Design, ISQED 2003. Due to the overwhelming success of the first 3 conferences, despite the slump in the IC industry last year, and the unique value that it offers, IEEE ISQED is gaining recognition in both academia and industry. We look forward to continuing this tradition of excellence. All the technical presentations, plenary sessions, panel discussions, tutorials and related events will take place on March 24-26 at the San Jose Double Tree Hotel. The hotel is located in the heart of Silicon Valley, near the San Jose International Airport, and is a very convenient location for all conference participants whether local, US or international attendees.
